Preamble
*The
purpose of human life is to prosper and live
happily.
*The
function of government is to
provide the conditions that let
individuals fulfill that purpose.
*The
Prime Law
guarantees those conditions by
forbidding the use of initiatory force,
fraud, or coercion by any person or group
against any individual, property, or
contract.
Article 1
No
person, group of persons, or government
shall initiate force, threat of force, or
fraud against any individual’s self,
property, or contract.
Article 2
Force is morally-and-legally justified only
for protection from those who violate
Article 1.
Article 3
No
exceptions shall exist for Articles 1 and 2.

PREAMBLE:
PRECIOUS NEWBORN
The Twelve Visions Party is an unlikely,
precious phenomenon that has steadily risen
over decades.
First, the Prime Literature had to be
completed – thousands of pages of literature
that develops the idea system and
application systems upon which a new world,
a much better world, the Twelve Visions
World would rise.
Decades of work went into developing
the Prime Literature that idealizes the
Twelve Visions World.
The Prime Literature provides the
thinking tools and applications to free
civilization from subjugation…from political
leaders and their ruling class pushing
America down.
With
the Prime Literature in place, we are now
ready to actualize the better world in which
there is no rule of man, no ruling class.
There is only a Prime Law we all live
by.
With the completion of the Prime
Literature idealizing the Twelve Visions
World came the next phase -- the phase we
have now begun – of actualizing that better
world through the Twelve Visions Party.
This phase, patiently awaited for
decades, requires the lifetime of knowledge
of the party’s founder, Mark Hamilton, who
must shepherd this vulnerable newborn safely
into the world.
Indeed, with his success,
civilization shall no longer be subjected to
the rule of man or live under a ruling
class.
Subservience shall be removed and
replaced with equality as all men and women
live as equals with invincible individual
rights under the Prime Law.
By freeing the subservient class –
freeing the citizens with all the geniuses
of society among them -- standards of living
will soar as described in the National
Platform
Make
All the People Rich, Including the Poor.
The TVP National Bylaws is a
groundbreaking document changing the way
political parties have behaved and
misbehaved since the beginning of this great
country. ARTICLE 1: NAME
These articles shall govern the association
known as the "Twelve Visions Party,"
hereinafter in the Bylaws referred to as the
TVP. ARTICLE 2:
DURATION
The TVP
shall
exist until all objectives are accomplished. ARTICLE 3:
PURPOSE
The TVP
has two purposes:
1. To depoliticize America in three steps
(as defined in the TVP Platform designated
in Article 4):
A. Elect a TVP President and Vice President.
The TVP President shall submit to Congress
the Protection-Only Budget (as described in
the National Platform) and propose to
Congress the Prime Law as an Amendment to
the U.S. Constitution. The TVP President
shall also veto all bills that violate the
Prime Law.
B. The Great Replacement: The
Presidential Election of a TVP President is
followed by the Midterm Elections of TVP
Senators and Representatives to Congress.
With public support, they shall pass the
Protection-Only Budget in its entirety and
the Prime Law Amendment to the U.S.
Constitution (as described in the National
Platform) to be ratified by the States.
C. The Great Displacement: The TVP President
and Vice President and the TVP members of
Congress shall oversee the dismantling of
the federal bureaucracy and the disposition
of its resources including the great sale of
government assets to the private
sector…government assets that do not serve
the Prime Law of Protection. Revenues from
the great sale shall pay off Social-Security
obligations and pay down the national debt.
2. To integrate the state-level affiliates
(as defined in Article 6) to organize
support of the accomplishment of the first
purpose at the national and state levels. ARTICLE 4: THE
PILLARS AND THE PLATFORM
The Prime Law
and the Protection-Only Budget (described in
the National Platform) are the two pillars
upon which the Twelve Visions Party
stands. The timeless TVP Platform
demonstrates how the pillars will

The TVP Platform is the document, the
phantom punch, that can defeat the deeply
flawed, powerful political structure in
America today. ARTICLE 5:
FOUNDER
The founder of the TVP, Mark Hamilton, has
for over thirty years developed the
Foundation upon which this movement is built
and the Vision toward which this movement is
headed.
Mark Hamilton’s goal to dramatically
improve civilization through the political
process as described in the National
Platform demands his deepest and widest
integrations beyond what others can know.
He must work with those who have
confidence in him and faith in his vision
based on his thousands of pages of written
works, most notably his two 1200 page
trilogies
Neothink: Universal Secrets (nonfiction)
and
Neothink Superpuzzle (fiction).
Without the big picture as seen in
his writings, without faith in Mr. Hamilton
based on his writings, it is easy to
misunderstand and misuse this political
movement and political party; it is also
easy to become frustrated, rebellious,
even
destructive to this precious and
vulnerable movement…this movement to rescue
America and then the world.
Always protecting TVP, Mr. Hamilton
shall select the National Committee officers
who most deserve their positions based on
the effort they have put forth and based on
their integration with his writings and the
big picture…officers whom he will work
closely with to grow this tender political
movement into a strong, unstoppable movement
whose time has come. ARTICLE 6:
APPOINTMENTS VS. ELECTIONS
Many of the major problems in politics arise
from the election process.
The election process creates
“vote-gathering politicians” who generate
severe harm to society (described in the TVP
National Platform) in order to win votes
from substantial segments of the population.
Indeed, elections and their campaigns create
win-at-all-costs distortions of reality and
illusions among politicians
while
in office,
while
in power, which ultimately ushers in the
rule of man.
As good as it may feel to vote,
elections and campaigns (and actions taken
while in office for re-election) based on
half-truths, deceptions and illusions enable
people to jump into positions of power they
did not earn, or worse, abuse power they now
have.
In the Twelve Visions World,
appointments of positions will be made based
on value/effort spent (not on campaigns) as
in any value-creating business.
“Free elections” is a concept needed
for representation only because we live
under a force-backed government.
One can understand this more after reading
the TVP Platform. If society embraces
the Prime Law and removes initiatory force,
then elections and representation become
unnecessary and obsolete. Performance
and results replace elections and campaigns.
In the Twelve Visions World,
positions in government will be filled by
performance and results as described in the
National Platform, not elections and
campaigns…just as in value-creating
businesses.
In a businesslike setup, where
services are paid for voluntarily and not
paid by coercion and force, important
positions and promotions are based on
competent performance and results, not on
campaign promises and illusions.
For example, value-creating
businesses do not hold elections for their
positions.
Representative democracy needs
representation because we live under a
pay-by-force government.
Without a pay-by-force system, we do
not worry about representation because we
simply withdraw pay if the service is
unsatisfactory.
So-called representation gets
replaced by real results and real value.
Good performance and value replaces
good representation when the Prime Law goes
into effect.
Within our own National Committee, we
will begin a post Prime-Law structure,
starting right now with these bylaws.
Like a business, founder Mark
Hamilton is the leading head (as described
in his book
Neothink Secrets), and he will select
through performance – through real results
and value – the officers of the TVP National
Committee.
We will break from the “free
election” representation model that brings
about campaigns, deception and rule of man.
Instead, we now transition to the
post Prime-Law businesslike environment of
performance, effort and value.
Officers in the TVP National
Committee shall be selected and appointed
based on what effort/value they have
delivered (not on empty promises they make).
Performance, effort and value -- not
campaigns, promises and deception -- is how
we will run our National Committee and how
we will select our officers.
We will require our state-level
affiliates to do the same wherever possible.
Flaw-filled man often harbors self-indulging
agendas and, given the opportunity through
politics, could devastate the TVP political
movement.
Those avenues get cut off in a
businesslike, promoting-on-effort-and-value
system.
In our case, effort and value also
includes integrating the big picture in Mark
Hamilton’s writings and taking to heart the
sole purpose of the TVP to depoliticize
America as described in the National
Platform.
Mark Hamilton will determine the
people who best meet these requisites of
effort, value, integration and will appoint
officers to the National Committee.
ARTICLE 7:
PASSING OF FOUNDER
At the passing of Mark Hamilton, the
National Committee, which had been
hand-selected by Mr. Hamilton, will carry on
the business of the National Committee.
The National Committee shall NOT
return to the election process to determine
its officers.
As any value-creating business, the
officers are appointed based on
proven performance, big-picture integration,
effort and value, not on campaign
promises.
Selections may come from within or
from without of the National Committee as
long as the selection is a visionary in good
standing who has signed the TVP Contract.
The National Committee shall select
and appoint its officers through a majority
vote of the entire National Committee
members, just as in any value-creating
business.
The National Committee shall act as a
“Board of Directors”.
A 2/3 vote of the entire National
Committee is needed to remove any officer. ARTICLE 8:
VISIONARY MEMBERSHIP
1. A national visionary is anyone who signs
the Twelve Visions Party Contract and is a
visionary in good standing of the TVP
affiliate of the State (as defined in
Article 9 Section 2) in which he or she
resides.
2. In States without a TVP affiliate an
individual may become a national visionary
by signing the TVP Contract and paying
national dues as established by the National
Committee. ARTICLE 9:
AFFILIATES
1. No person, group or organization may use
the name "Twelve Visions Party" or “TVP” or
any confusingly similar designation except
the TVP
or an organization to which the TVP
grants affiliate status or as otherwise
provided in these Bylaws.
2. The National Committee shall charter
state-level affiliate from any qualifying
organization requesting such status in each
state, territory and the District of
Columbia (hereinafter referred to as State).
An organization that wishes to become a
state-level affiliate shall present a
Declaration of Intent to represent the TVP
in their State. Affiliate status shall be
granted only to those organizations that
adopt the
Prime Law, pay affiliate dues (as
established by the National Committee),
and file a copy of their Constitution and/or
Bylaws with the National Committee for
review.
The National Committee shall not
grant affiliate status until its bylaws are
in line with a Post Prime-Law Structure
wherever possible as seen in the National
Bylaws.
3. The potential state-level affiliate
members must demonstrate an intimate
understanding of the TVP, its purpose and
vision, Mark Hamilton’s big picture as seen
through the National Platform and through
the Prime Literature, the Post Prime-Law
Structure of committees and affiliates, the
concept of
appointments/performance/effort/value/results
replacing
elections/campaigns/promises/deception/illusions.
Moreover, the potential state-level
affiliate members must understand that the
self-indulging “big political ideas” of
officers and candidates must be replaced
with one simple idea:
depoliticize America as defined in
Article 3 and developed in the National
Platform.
The potential state-level affiliate
members must demonstrate a deep
understanding that the TVP is not a typical
political party.
TVP is the party to ultimately
disintegrate typical political parties.
No showboating or power grabs in the
TVP; no “strong political leaders” in the
TVP; just a disciplined focus on pursuing
the goal to depoliticize America through the
Protection-Only Budget and the Prime Law.
Again the TVP is NOT typical politics
and is NOT a typical political party.
The TVP is breaking new ground with
the objective to
dismantle typical politics. The National
Committee shall not grant affiliate status
until the members of the potential affiliate
fully grasp the purpose of the TVP as stated
in Article 3 and developed in the National
Platform.
4. The National Committee shall not grant
state-level affiliate status until that
organization adopts the state platform
written by Mark Hamilton.
The deeper understandings of the
Prime Law and Protection-Only Budget, how to
apply those pillars
free
from anyone’s opinions or beliefs is not
an easy concept to fully grasp as does the
founder.
To successfully depoliticize America,
the
sole purpose of the TVP, requires Mr.
Hamilton’s pure and simple state platforms
applying the pillars
free
from underlying opinions or beliefs.
He must prevent “good political
ideas” (not the purpose of the TVP) and
contradictory messages from entering into
the TVP.
Mark Hamilton has authored and shall
provide state-level affiliates with their
state platform.
The state platform shall be used by
all fifty states and the District of
Columbia.
The success of the TVP depends upon
the presentation of its ideas as well as the
ideas themselves as articulated in Mark
Hamilton’s talk at the first TVP National
Convention in Chicago, July of 2009.
Mark
Hamilton has created the anomaly required
for the TVP Platforms, effectively appealing
to people’s primitive urges while backing up
those urges with reality, both at the
national and state levels. He presents the
ideas in a way that will spread easily
throughout the populace, which will benefit
the affiliates.
5. All TVP State Constitutions and/or Bylaws
and all TVP State Platforms shall present
the Prime Law as a heading as seen on the
TVP National Bylaws, with the following
footnote:
The

6. Affiliate officers shall be selected via
their bylaws, which need to be in the Post
Prime-Law Structure wherever possible.
Indeed, the State Bylaws must be
closely patterned after the TVP National
Bylaws.
7. There shall be no more than one
state-level affiliate in any one state. Each
state-level affiliate shall, in accordance
with its own Bylaws and these Bylaws,
determine who shall be its delegates to all
Regular National Conventions. A state-level
affiliate may charter sub-affiliates within
the State, which shall entitle such
sub-affiliates to use the name “Twelve
Visions Party.”
Sub-affiliates shall be held to the
same standards and demands put upon the
state-level affiliates.
8.
The TVP incorporates a division-of-essence
businesslike structure (as developed by Mark
Hamilton in
Neothink Secrets).
The Leading Head is Mark Hamilton;
his original area of purpose is the National
Committee that replicates areas of purpose
(the state affiliates) that, in turn,
replicate areas of purpose (the
sub-affiliates). This businesslike
structure will, when needed, establish
tracking reports to be turned in.
The officers will develop and
implement those tracking reports in time.
The replication of areas of purpose
explains why the State Bylaws closely follow
the unusual National Bylaws, and the local
Bylaws closely follow the State Bylaws.
Indeed,
the businesslike TVP is very different than
other political parties.
The division-of-essence businesslike
structure will increasingly bring strength
of focus no other political party has.
Indeed, the TVP will grow in a businesslike
way toward its single purpose to
depoliticize America.
There will be no elections and no
re-elections within the TVP to obscure,
corrupt, and eventually lose our original
direction.
There will be no elections and
re-elections to diffuse and confuse our
sharp focus.
There will only be a single,
determined drive to depoliticize America and
forever end the rule of man and his ruling
class.
9. No affiliate shall endorse any candidate
who is a member of another political party
for public office in any partisan election.
No affiliate shall take any action
inconsistent with the
Prime Law
or these Bylaws and must sign and be held
accountable to the TVP Contract.
10. Mark Hamilton shall have the power to
revoke for cause the status of any
affiliate.
If he chooses to delegate this
decision to the National Committee or in the
passing of Mark Hamilton, the National
Committee shall have the power to revoke for
cause the status of any affiliate by a 2/3
vote of the entire National Committee. A
motion to revoke the status of an affiliate
for cause must specify the nature of the
cause for revocation. ARTICLE 10:
REGIONS
1. There shall be seven Regions of the TVP
as follows:
A. Midwest Region: Illinois, Indiana, Iowa,
Kentucky, Michigan, Minnesota, Ohio, West
Virginia, and Wisconsin.
B. North Central Region: Colorado, Kansas,
Missouri, Montana, Nebraska, North Dakota,
South Dakota, and Wyoming.
B. Northeast Region: Connecticut, Delaware,
District of Columbia, Maine, Maryland,
Massachusetts, New Hampshire, New Jersey,
New York, Pennsylvania, Rhode Island, and
Vermont
C. Northwest Region: Alaska, Idaho, Oregon,
Utah, and Washington.
D. Southeast Region:
Alabama, Florida, Georgia,
Mississippi, North Carolina, South Carolina,
Tennessee and Virginia.
E. Southwest Region: Arkansas, Louisiana,
New Mexico, Oklahoma, and Texas.
F. West Region: Arizona, California, Hawaii,
and Nevada.
2. The purpose of the Regions is to be a
part of the national structure of the TVP.
The Regions will provide guidance and
tracking of the performance of the TVP
affiliates in their respective region.
3. The Regional Committee shall be comprised
of the Chair and Vice-Chair of each
affiliate within their Region. Each Region
shall have a Chair and Vice-Chair appointed
by the National Committee. Further
organization of the Region is at the
discretion of the Regional Committee. ARTICLE 11:
OFFICERS
1.
Mark Hamilton’s deepest and widest
integrations are needed to shepherd his
infant TVP past the dangers and pitfalls in
order to someday stand strong and, as seen
in his Twelve Visions,
free
America from the ruling class.
After thirty years of idealizing this
movement, we are at these fragile beginnings
of actualizing this movement.
The
selection of officers must come from the
creator of the Twelve Visions, founder of
the TVP, Mark Hamilton.
There shall be no election, for
delegates innocently do not have, cannot
have the deep understandings acquired over
three decades of creating and carefully
building the proper foundation and
big-picture vision. No one beyond the
creator and original visionary of this
political movement can logically claim to
have better knowledge on how to advance the
movement. Therefore, the selection of
officers shall be selected and appointed by
Mark Hamilton.
In time, Mark Hamilton may delegate
that responsibility to the National
Committee.
If so, however, he may take back that
responsibility at any time he feels he needs
to.
People will get into this political
movement for underlying personal motivations
other than the stated purpose of
TVP…although they may claim or even believe
they are in this solely for the TVP goal.
People
are vulnerable to flaws; egos will creep up
and affect their actions; lack of
integrating will affect their actions.
It is up to Mr. Hamilton to keep this
movement disciplined and on course with the
multi-decade big picture.
2. Officers shall be full voting visionaries
of the National Committee.
The Chair shall count for two votes.
All other officers and members shall
count as one vote each.
3. Mark Hamilton is the leading head of the
TVP and its movement.
The Chair of the National Committee
shall preside at all Conventions and all
meetings of the National Committee and
report to Mark Hamilton. The Chair is the
chief executive officer of the TVP
with
authority to direct its business and
affairs, including hiring and discharging of
National Committee volunteers and paid
personnel, subject to express National
Committee policies and directives issued in
the exercise of the National Committee's
plenary control and management of TVP
affairs, properties and funds.
Mr. Hamilton shall require Essence
Tracking Reports (explained in
Neothink Secrets) from the Chair and the
other officers of the National Committee.
Those officers shall fill out their
Essence Tracking Reports and email them to
Mr. Hamilton.
Mr. Hamilton may perform any of the
above stated actions and may override the
Chair’s decision at any time.
4. The Vice-Chairs shall be the chief
assistants to the Chair, performing such
duties as the Chair shall prescribe, and
holding such executive powers as the Chair
shall delegate and shall perform the duties
of the Chair in the event that the Chair is,
for any reason, unable to perform the duties
of the office.
Multiple vice-chair officers may be
appointed.
Mr. Hamilton shall select the
vice-chair who would step in to perform the
duties of the Chair if the Chair is unable
to perform the duties of office.
5.
The Secretary shall be the recording officer
of the TVP
and shall perform such duties as are
assigned by the Chair or the National
Committee. The Secretary shall attend all
meetings of the National Committee and all
National
Conventions and shall act as Secretary
thereof, keeping such minutes and records as
necessary. The Secretary shall maintain the
email list of the National Committee and
send out voting ballots and receive and
tally votes (as in Article 9 Section 6
below). The Secretary shall be the custodian
of the Bylaws. The Secretary shall make an
annual report to the National Committee
containing all information required by the
Committee.
6.
The Treasurer shall receive, expend and
account for the funds of the TVP
under the supervision and direction of the
Chair and the National Committee. The
Treasurer shall make an annual financial
report to the National Committee and shall
perform all duties required of the office by
applicable federal and state law. The
Treasurer is responsible for oversight of
all financial functions, including, but not
limited to, receipts, disbursements,
internal and external reporting. The
Treasurer shall report to the National
Committee and all National Conventions both
the financial situation of the TVP
and the results of its activities. The
report of the Treasurer shall include an
independent auditor’s report opining whether
the financial statements present fairly, in
all material respects, the financial
position of the TVP
and the changes in its net assets and its
cash flow for the year then ended, in
conformity with accounting principles
generally accepted in the United States of
America. Unaudited interim financial
statements shall also be presented. Such
reports shall be sent to Mark Hamilton along
with the Essence Tracking Report.
7. The Vice-Treasurer shall be the chief
assistant to the Treasurer, performing such
duties as the Treasurer shall prescribe, and
shall perform the duties of the Treasurer in
the event that the Treasurer is, for any
reason, unable to perform the duties of the
office.
8. Mark Hamilton may, for cause, suspend any
officer.
He may delegate that responsibility
to the National Committee.
In that case, or in his passing, the
National Committee may suspend any officer
for cause by a vote of 2/3 of the entire
National Committee.
Mark Hamilton with the advice and
input from the National Committee shall
appoint new officers if vacancies occur,
such officers to complete the term of the
office vacated.
He may delegate that responsibility
to the National Committee. 9. The National Committee and its members shall listen closely to the integrations and read closely the publications of TVP founder Mark Hamilton and strive to see the big picture. The National Committee and its members shall follow through on the integrations of Mark Hamilton. The National Committee and its members shall not contradict or disrupt his integrations. Occasional disagreements or questions may occur and may be presented to Mark Hamilton by the officers of the National Committee. Mr. Hamilton will provide deeper insights to harmoniously move us forward. ARTICLE 12:
NATIONAL COMMITTEE
1. While working through and not
contradicting Mark Hamilton’s integrations
and while communicating with Mark Hamilton
and supplying him with Essence Tracking
Reports (as explained in
Neothink Secrets), the National
Committee shall have control and management
of all affairs, properties and funds of the
TVP consistent with these Bylaws. The
National Committee shall establish and
oversee an organizational structure to
implement the purposes of the TVP
as stated in Article 3. The National
Committee shall adopt rules of procedure for
the conduct of its meetings and the carrying
out of its duties and responsibilities. The
National Committee may delegate its
authority in any manner it deems necessary.
2. The National Committee shall be composed
of the following visionaries:
A. Officers of the TVP;
B. The Chair and Vice-Chair of each TVP
Regional Committee and Chair and Vice-Chair
of each State Affiliate (until otherwise
amended with growth of the TVP).
3. A National Committee member shall be a
visionary in good standing of the TVP State
Affiliate of the State in which the
visionary resides, and shall not be a
candidate of any political party except the
TVP or an affiliate.
4. Mark Hamilton with the advice from the
National Committee shall appoint new
officers if vacancies occur, such officers
to complete the term of the office vacated.
Mark
Hamilton may choose to delegate this
responsibility to the National Committee.
5.
The National Committee shall meet at such
times and places as may be determined by:
action of the Committee, call of the Chair,
or written request of 1/3 or more of its
visionaries.
6. The National Committee may, without
meeting together, transact business by mail
(including electronic mail). The Secretary
shall send out email ballots on any question
submitted by the Chair or by at least 1/5 of
the visionaries of the Committee. Fifteen
days shall be allowed for the return of the
votes cast, by email, to the Secretary. The
Secretary shall report the results to all
members of the National Committee. The
Secretary shall establish procedures for
identifying voters in an email ballot, and
may accept votes through any mail system,
including facsimile and electronic mail, for
which such procedures have been established.
If, at the expiration of the applicable
period, a quorum of the Committee has not
returned their votes, the measure being
voted upon shall be deemed to have failed;
in all other cases, a majority of the votes
returned shall carry the measure, except
where a higher vote is required by the
Bylaws. The Secretary shall preserve all
such votes until the next meeting of the
National Committee, at which meeting the
Committee shall order the disposition of
such votes.
7.
A majority of the membership of the National
Committee shall constitute a quorum for the
transaction of business at all meetings.
8. Mark Hamilton may use a liaison at times
when communicating with the National
Committee. He
will notify the Chair as to who that person
will be in order to authorize such
communication. ARTICLE 13:
FINANCE AND ACCOUNTING
1. The fiscal term of the Party shall begin
on January 1 of each year. From January 1
until the National Committee has approved a
budget, the Treasurer may authorize
expenditures for any item incorporated in
the previous year's budget as long as the
level of expenditure is consistent with that
budget.
2. The National Committee shall cause an
efficient double-entry system of accounts to
be installed and maintained. Financial
statements of the Party shall be prepared in
accordance with Generally Accepted
Accounting Principles (GAAP).
3. No disbursements exceeding $100 may be
made with cash.
4.
The National Committee shall have the power
to designate the depository of all funds of
the Party, and shall appoint such officers
and employees as in its judgment may seem
advisable to deposit and withdraw funds.
5. The TVP shall not borrow in excess of
$2,000 total without prior approval by 2/3
vote of the National Committee. This shall
not include current operating debt for trade
payables. ARTICLE 14:
CONVENTIONS
1. Regular
National Conventions: The TVP shall hold a
Regular National Convention every four years
up to a year prior to the Presidential
Election at a time and place selected by the
National Committee.
2. Non-Regular National Conventions: In any
year which does not include a Regular
National Convention, a Non-Regular National
Convention may be held at the discretion of
the National Committee.
3. Delegates shall be required to be
visionaries of the TVP affiliate of the
state in which he or she resides. At all
National Conventions delegates shall be
those so accredited who have registered at
the Convention. Any federal or state law to
the contrary notwithstanding, delegates to a
National Convention shall be selected by a
method adopted by each affiliate; provided
however, that only visionaries of the
affiliate as defined in the Constitution or
Bylaws of such affiliate, shall be eligible
to vote for the selection of delegates to a
National Convention.
4. Mark Hamilton (with the efforts of the
National Committee’s research, interviews,
and advice) shall select the TVP
Presidential Candidate and V. Presidential
Candidate.
(Mark Hamilton may, at his
discretion, delegate this responsibility to
the National Committee for any election, for
that one election only or for more than one
election.)
There shall be no primary for the TVP
Presidential nominee.
Instead, Mark Hamilton will select
the most suited TVP Presidential and V.
Presidential candidates.
Mr. Hamilton will direct the National
Committee on providing and performing
in-depth research, interviews, vetting to
present to Mr. Hamilton for his further
contemplation.
Contrary
to other political parties, the TVP
Presidential Candidate should have no “big
political ideas or visions”.
The TVP is not about having a strong
political leader and is not interested in
that.
The TVP is about
depoliticizing America.
The
only focus of the TVP Presidential Candidate
is spelled out in Article 3 and expanded
upon in the National Platform.
Anyone with political ambitions or
visions beyond Article 3 and the National
Platform shall not be selected for the TVP
Presidential and V. Presidential Candidates.
TVP is NOT traditional politics…it is
the anti-politics.
Potential candidates must submit
their resumes to the National Committee no
less than three months prior to the National
Convention.
He or she must be available for
interviews if called upon.
Potential
candidates shall be interviewed to determine
how well they understand and integrate the
purpose of the TVP, the Protection-Only
Budget, the Prime Law and the Prime Law
Contract they signed.
All self-indulging “big ideas” must
be replaced with discipline and one idea and
one idea only:
depoliticize America through the
Protection-Only Budget and the Prime Law.
Mark Hamilton will determine how
well a potential candidate can be true to
the pillars
and
how skillful a potential candidate can be at
stimulating people’s urges as accomplished
in the National Platform and articulated in
his speech delivered to the 2009 National
Convention.
5. Delegates shall represent valuable,
hard-working volunteers who have earned a
spot for their efforts at the “big party”
Regular National Convention where Mark
Hamilton shall announce the TVP’s
Presidential and V. Presidential Candidates
(to occur at the 2012 Regular National
Convention). ARTICLE 15:
PRESIDENTIAL AND VICE-PRESIDENTIAL CAMPAIGNS
1.As described in the National Platform (and
even further in Mark Hamilton’s trilogy
Neothink Superpuzzle), a totally free,
voluntary-pay TVP government will no longer
need elections and their destructive
deceptions and illusions of vote-gathering
politicians distorting reality to win
substantial segments of the voting public
for election or re-election.
The harm they do to society by
“buying” votes while in power is exposed in
the National Platform.
Nevertheless, for now, we must
compete within the forced-pay system run by
elections with so-called “representation”
(as opposed to positive
results and
values as in the voluntary-pay TVP
system described in the TVP Platform).
To compete and pursue its purpose
(Article 3), TVP shall participate in the
general elections.
2.The purpose of the TVP Presidential and
V.Presidential candidates is defined in
Article 3 and expanded upon in the TVP
Platform.
There can be no other purpose.
Those with any further purpose
including personal agendas, personal egos,
personal ideas or beliefs or feelings, any
purpose for running for office other than
the simple idea of depoliticizing America as
described in Article 3 shall not qualify for
TVP Presidential or V. Presidential
candidacy.
3.The selection for the TVP
Presidential candidate AND the TVP Vice
Presidential candidate shall be made by Mark
Hamilton with the help of the National
Committee and shall
be made public at the Regular National
Convention.
4. No candidate shall be nominated for
President or Vice-President who is
ineligible under the United States
Constitution, who has not expressed a
willingness to accept the nomination of the
TVP, or who is not a visionary of the TVP.
5. In the event of the death, resignation,
disqualification or suspension of the TVP’s
nominee for President, the Vice-Presidential
nominee shall become the Presidential
nominee. Mark Hamilton with the help of the
National Committee shall then fill a
Vice-Presidential vacancy, and, if
necessary, a simultaneous Presidential
vacancy.
6. The National Committee and affiliates and
their delegates shall respect the selection
for the Presidential ticket at the Regular
National Convention and provide full support
for all Presidential and Vice-Presidential
candidates as long as they do not violate
the TVP Contract, and their campaigns are
conducted in accordance with the Platform of
the TVP.
7. A candidate's nomination may be suspended
by Mark Hamilton.
If he delegates this responsibility,
a candidate’s nomination may be suspended by
a 2/3 vote of the entire National Committee
at a meeting called for that purpose. That
candidate's nomination shall then be
declared null and void. ARTICLE 16:
AMENDMENT
1.The Prime Law is the fundamental, natural
law of protection and therefore stands
alone, not to touch or amend.
The Prime Law will be the heading to,
but not part of, any bylaws, state
constitutions and/or bylaws and state
platforms.
The Prime Law stands alone, immune to
amendment.
The Prime law may be edited by the
founder, Mark Hamilton only, but most likely
never. The following footnote shall
accompany the Prime Law when it appears as a
heading to affiliate constitutions and/or
bylaws and state platforms, as follows:
The Prime Law is the fundamental, natural
law of protection (that directs all
decisions and actions of the Twelve Visions
Party) and is not open to amendment or
change.
2.The TVP National Platform may not be
amended by anyone or by any committee beyond
Mark Hamilton.
Mark Hamilton amending this historic
document takes place as a result of a
lifelong journey to idealize and then to
actualize the Twelve Visions World, as
described in the National Platform and the
Prime Literature.
Mark Hamilton authored the National
Platform, and his changes to his document
amount to his editing process that digs
down, down, down beneath the illusions and
appearances, down to the fundamental nature
of things, down to reality…combined with his
unique skill of presenting reality to the
public in a way that appeals to people’s
deep-rooted urges as described in his talk
at the first TVP National Convention 2009.
3.The TVP Bylaws may be edited, evolved,
amended by Mark Hamilton.
Any member on the National Committee
may submit to Mr. Hamilton edit suggestions.
Mr. Hamilton will authorize or reject
or adjust such submissions.
The bylaws and the TVP are in their
infancy and need the founder’s nourishment
and guidance and protection.
Upon substantive edits, the TVP
Bylaws will be reissued to all members of
the National Committee.
After the founder’s passing, the
National Committee may amend the bylaws with
a 3/4 vote of the entire National Committee,
all votes accounted for with the Chair
counting as two votes.
4.The State Platforms written by Mark
Hamilton are the same for all fifty states
and the District of Columbia, and may not be
amended.
Over time, when Mark Hamilton is
convinced the state-level affiliates fully
grasp the role of the TVP to obey the Prime
Law despite personal ideas, beliefs,
feelings and egos, to forego all grasps for
glory and power and to pursue nothing more
than the “boring” single-minded purpose of
depoliticizing America through the
Protection-Only Budget and the Prime
Law…then Mr. Hamilton may make the decision
to release permission for the state-level
affiliates to “localize” their state
platforms.
He also wants to see skill rising
among the affiliates to be able to appeal to
people’s urges as described in his talk at
the first TVP National Convention in
Chicago, July 2009.
5.The State Bylaws are to be closely
patterned after the National Bylaws.
State Bylaws may be amended at the
state-affiliate level.
However, any amendment that formally
passes at the state-affiliate level must
then be submitted to the National Committee,
which will present the amendment to Mark
Hamilton.
Mr. Hamilton will accept or reject
the amendment, or he will delegate that
decision to the National Committee where it
will vote yes or no with a simple majority
vote.
(With growth of the TVP, official
time structures will be placed around such
approvals/denials.) ARTICLE 17:
DECLARATION OF BYLAWS
The National Committee shall issue the
Bylaws as follows: a copy of these Bylaws
shall be provided to each member of the
National Committee and each Chair of an
affiliate party. ARTICLE 18:
ADOPTION
These Bylaws, REWRITTEN
AND APPROVED
BY
MARK HAMILTON shall take effect AT THE FIRST
TVP NATIONAL CONVENTION IN JULY 2009 IN
CHICAGO.
